Saltora is a community development block headquarters in the north-western part of Bankura district, an area marked by undulating laterite terrain on the fringe of the Chota Nagpur Plateau. The college was established to expand access to higher education in this predominantly rural belt, where students otherwise had to travel to Bankura town or further afield to pursue degree-level studies. The institution's name commemorates the centenary of Subhas Chandra Bose, popularly known as Netaji.
The college functions as an affiliated undergraduate institution, offering honours and general (pass) courses across several disciplines in the humanities, social sciences and sciences. Examinations and curricula follow the framework of the affiliating university, and the college admits students through a centralised admission process operated at the state level.
The college is affiliated to Bankura University, which was established in 2014 and now serves as the affiliating body for general degree colleges in Bankura district that were earlier affiliated to the University of Burdwan.
As one of the few higher education institutions in the Saltora–Mejhia–Gangajalghati belt of Bankura district, the college plays a role in widening access to formal degree education for first-generation learners, students from Scheduled Caste and Scheduled Tribe communities, and women from neighbouring villages.
