The Odisha University of Technology and Research (OUTR) is a state public university located in Khordha district of Odisha, India. It functions as a unitary technical university offering programmes in engineering, technology, applied sciences, management and allied disciplines. The university was previously known as the College of Engineering and Technology (CET), Bhubaneswar, before being upgraded to a full-fledged university by the Government of Odisha.

Background

The institution traces its origins to the College of Engineering and Technology (CET), Bhubaneswar, which was established as a state-run engineering college under the Department of Higher Education, Government of Odisha. CET functioned for many years as a constituent college of the Biju Patnaik University of Technology (BPUT), Rourkela, and emerged as one of the leading technical institutes in the state, offering undergraduate and postgraduate programmes in core engineering disciplines.

Recognising the need for an autonomous technical university with research orientation, the Government of Odisha enacted legislation to upgrade CET into a unitary university. The new institution was named the Odisha University of Technology and Research, with its campus retained at the existing CET premises in Bhubaneswar.

Academics

OUTR offers Bachelor of Technology (B.Tech.) programmes in disciplines such as civil engineering, mechanical engineering, electrical engineering, electronics and telecommunication engineering, computer science and engineering, information technology, instrumentation and electronics, biotechnology, fashion and apparel technology, and textile engineering. The university also offers Master of Technology (M.Tech.) programmes across these disciplines, along with postgraduate programmes in management (MBA), computer applications (MCA), and doctoral (Ph.D.) programmes in engineering, sciences and humanities.

Admissions to undergraduate engineering programmes are conducted primarily through the Odisha Joint Entrance Examination (OJEE) for state-quota seats, with national-level examinations such as JEE Main also used for selected categories. Postgraduate admissions are based on GATE scores and OJEE.

Campus

The university is located in the Bhubaneswar–Khordha region, which serves as the educational and administrative hub of Odisha. The campus houses academic blocks, departmental laboratories, workshops, central library, hostels for men and women, sports facilities and faculty residences. The campus's proximity to Bhubaneswar provides access to research institutions, public sector undertakings and industry establishments in the region.

Significance

As a successor to one of Odisha's oldest state-run engineering colleges, OUTR plays a notable role in technical education within the state. Its conversion into a unitary university enabled it to design its own academic curriculum, conduct independent examinations and pursue research collaborations, while continuing to serve students primarily from Odisha through state-quota admissions.
