Background

A classification society develops technical rules, confirms that designs and calculations meet these rules, surveys ships and offshore structures during construction and commissioning, and conducts periodical surveys to verify continuing compliance. Classed vessels typically receive certificates that are recognised by insurers, financiers, port authorities and flag states.

IRS was set up to provide such services from within India, supporting the country's growing shipbuilding, ship-owning and offshore industries. It works in coordination with the Directorate General of Shipping under the Ministry of Ports, Shipping and Waterways, and is recognised by the Government of India as well as by several foreign maritime administrations to perform statutory work under international conventions such as SOLAS, MARPOL and the Load Lines Convention.

History

  • 1975 – Indian Register of Shipping established as a national classification society.
  • Subsequent years – Expansion of rule books covering steel ships, inland vessels, naval ships, offshore units and high-speed craft.
  • Admission as a full member of the International Association of Classification Societies, placing IRS among the leading classification bodies worldwide.
  • Establishment of overseas offices and representative arrangements to serve shipyards and owners outside India.

Activities

IRS issues classification certificates for new and existing ships, conducts plan approval and survey during construction, and performs periodical, intermediate, special and damage surveys for vessels in service. Beyond commercial merchant shipping, its scope of work typically includes:

  • Classification of inland and coastal vessels.
  • Classification and certification of naval ships and auxiliaries.
  • Survey of offshore platforms, mobile offshore units and floating production systems.
  • Certification of materials, components and marine equipment manufacturers.
  • Industrial and management system certification services through associated divisions.
  • Research, training and publication of technical rules and guidelines.

Significance

As India's indigenous classification society, IRS plays a notable role in supporting the Indian maritime sector, including public-sector shipyards, the Indian Navy and the Indian Coast Guard, as well as private shipbuilders and ship operators. Its IACS membership allows Indian-built vessels to be classed to internationally accepted standards, facilitating their acceptance in global trade. IRS also contributes to the development of international classification rules through its participation in IACS working groups.
