The university was established by the Government of Andhra Pradesh through a dedicated legislative Act to provide a structured academic framework for traditional Vedic education, which had historically been imparted in pathshalas and gurukulas. Tirupati, as one of the most prominent Hindu pilgrimage centres in India, was chosen as the seat of the institution because of its long association with Vedic scholarship under the patronage of TTD.
The university functions alongside other major academic institutions in the temple town, including Sri Venkateswara University, the National Sanskrit University (formerly Rashtriya Sanskrit Vidyapeetha), and Sri Padmavati Mahila Visvavidyalayam.
