Purnea University

Purnea University is a state public university located in Purnia (also spelt Purnea), a city in the north-eastern region of the Indian state of Bihar. Established by the Government of Bihar, the university serves as an affiliating institution for colleges across several districts of the Kosi–Seemanchal region.

Background

Purnia, the headquarters of Purnia district, is a long-established administrative and educational centre in northern Bihar. For several decades, higher education in the districts of Purnia, Araria, Kishanganj and Katihar was administered through colleges affiliated to Bhupendra Narayan Mandal University (BNMU), Madhepura. The growing number of students and institutions in the Seemanchal belt led the state government to carve out a separate university for the region, with its seat at Purnia.

Establishment

Purnea University was constituted by the Government of Bihar to function as an affiliating and examining university for undergraduate and postgraduate colleges in the Seemanchal region. On its creation, a number of colleges that were previously affiliated to B. N. Mandal University were transferred to the jurisdiction of Purnea University.

Academics and affiliated colleges

The university operates primarily as an affiliating body, with constituent and affiliated colleges offering programmes in the arts, sciences, commerce, education and professional disciplines. Examinations, results and award of degrees for these colleges are conducted by the university. Major affiliated institutions include long-standing colleges based in Purnia city as well as degree colleges spread across the surrounding districts of the Seemanchal region.

Administration

Like other state universities in Bihar, Purnea University is headed by a Vice-Chancellor appointed by the Chancellor of the universities of Bihar, who is the Governor of the state. The university functions under the framework of the Bihar State Universities Act and is regulated by the University Grants Commission (UGC) at the national level. Statutory bodies such as the Senate, Syndicate and Academic Council oversee its administrative and academic affairs.

Significance

The creation of Purnea University was significant for higher education in Bihar as it brought a dedicated affiliating university to the Seemanchal region, an area historically marked by lower educational indicators relative to the state average. By decentralising university administration from Madhepura to Purnia, it aimed to improve the conduct of examinations, expedite results and expand access to higher education for students in the easternmost districts of Bihar bordering West Bengal and Nepal.
