Bhupendra Narayan Mandal University, commonly abbreviated as BNMU, is a state public university located in Madhepura, in the Kosi region of northern Bihar, India. The university serves as the principal affiliating and teaching body for higher education across several districts of the Kosi and Seemanchal areas, and is named after the socialist leader Bhupendra Narayan Mandal.

Background

The university was established to expand access to higher education in the Kosi belt of Bihar, a region historically affected by floods of the Kosi river and characterised by limited tertiary education infrastructure. Prior to its formation, colleges in the area were affiliated with older universities of north Bihar. Carving out a separate university for the region was intended to bring administrative focus and academic development closer to the local student population.

It is named after Bhupendra Narayan Mandal, a prominent socialist politician from Bihar associated with the broader Lohia–Jayaprakash movement, who represented the region in Parliament and was active in promoting the cause of education and social justice in the Kosi area.

Academics and affiliated colleges

BNMU functions both as a teaching university with postgraduate departments on its Madhepura campus and as an affiliating university for a network of constituent and affiliated undergraduate colleges spread across the surrounding districts. Programmes are offered in the faculties of arts, science, commerce, social sciences, education and other professional disciplines, leading to undergraduate, postgraduate, and research degrees.

Thakur Ram Narayan Singh Smarak (T. P.) College, Madhepura, is among the better-known constituent institutions associated with the university and houses postgraduate departments in several subjects.

Governance

As a state public university, BNMU is governed under the framework of the Bihar State Universities Act and is administered by statutory authorities including the Vice-Chancellor, Pro-Vice-Chancellor, Senate, Syndicate, and Academic Council. The Governor of Bihar serves as the ex officio Chancellor of state universities in Bihar, including BNMU.

Significance

The university plays a central role in higher education access for students from Madhepura, Saharsa, Supaul and adjoining districts. By providing affiliation to local degree colleges and conducting university examinations, it acts as the primary gateway to higher studies for a largely rural and agrarian population in the Kosi region.
