Netaji Subhas Open University was set up to widen access to higher education in West Bengal, particularly for working professionals, women, and learners in remote areas who could not attend conventional residential universities. It is the first state open university in eastern India and follows the model pioneered by the Indira Gandhi National Open University at the national level.
The university was created by an Act of the West Bengal State Legislature and operates as an autonomous body under the state government. Its administrative headquarters are located in Kolkata, with academic operations distributed across a network of regional centres and study centres spread throughout West Bengal.
NSOU offers programmes through several schools of study covering broad academic domains, including:
The institution provides undergraduate, postgraduate, diploma, and certificate programmes in subjects such as Bengali, English, history, political science, economics, education, mathematics, library and information science, and management. Course delivery combines self-instructional printed study material, audio-visual aids, counselling sessions at study centres, and, increasingly, online learning resources.
NSOU operates through regional centres and a wide network of learner support centres across the districts of West Bengal. These centres host academic counselling, practical sessions, and term-end examinations for enrolled learners. The medium of instruction is primarily Bengali and English, supporting accessibility across the state's linguistic landscape.
As the dedicated open university of West Bengal, NSOU plays an important role in expanding the gross enrolment ratio in higher education in the state. It serves a diverse learner base that includes school teachers seeking professional upgradation, government and private-sector employees, homemakers, and students from economically disadvantaged backgrounds. The university also contributes to the development of self-instructional study material in Bengali, supporting higher education in the regional language.
