Background
IGNOU was set up to widen access to higher education in India by using distance education methods, with the aim of reaching learners who cannot pursue conventional full-time university study. The university supports learners who are employed, live in remote areas, or have other constraints that make regular campus attendance difficult. Its programmes span undergraduate, postgraduate, diploma, certificate and doctoral levels in disciplines including humanities, social sciences, sciences, commerce, management, education, agriculture, computer applications, health sciences, law, and vocational studies.
The university follows a multi-media approach to teaching, combining printed self-instructional study material with audio and video resources, broadcasts, contact classes at study centres, assignments, and term-end examinations. Over the years it has progressively integrated online learning platforms, electronic study material and digital evaluation processes alongside traditional print-based delivery.
Organisation and reach
IGNOU operates through a network of regional centres located across India, which in turn coordinate a larger network of learner support centres and study centres hosted at affiliated colleges and institutions. Academic activities are organised through schools of study, each headed by a director and covering a cluster of related disciplines. Administratively, the university is led by a Vice-Chancellor, supported by Pro-Vice-Chancellors, the Registrar and statutory bodies such as the Board of Management and the Academic Council.
Beyond its own academic programmes, IGNOU has historically played a coordinating role in the open and distance learning system in India, including the development of curricula, study material and capacity building for other open universities and distance education institutions.
Significance
IGNOU is regarded as one of the largest universities in the world by enrolment, owing to its open admission policy for many programmes and its national footprint. It has been an important instrument of educational inclusion in India, particularly for women, working professionals, defence personnel, jail inmates, and learners from rural and remote regions. Its model has influenced the establishment and functioning of state open universities and distance education directorates within conventional universities across the country.
