Navi Mumbai is a planned satellite city of Mumbai, located on the western coast of India in the state of Maharashtra. Developed from 1971 onwards to decongest Mumbai, it lies on the mainland across Thane Creek, opposite the island city of Mumbai. It is one of the largest planned cities in the world by area and population, and is administered by the Navi Mumbai Municipal Corporation (NMMC).

By the late 1960s, the island city of Mumbai (then Bombay) faced severe pressure on land, housing, and transport infrastructure. To channel growth away from the congested core, the Government of Maharashtra announced the creation of a twin city on the mainland. The City and Industrial Development Corporation of Maharashtra Limited (CIDCO) was incorporated in 1970 as the New Town Development Authority for the project, and land in the Thane and Raigad districts was acquired for the purpose.
The original master plan, prepared under architects and planners associated with CIDCO, organised the city into a series of self-contained nodes, each intended to function with its own residential areas, commercial centres, and civic amenities. Major nodes include Vashi, Nerul, Belapur (CBD Belapur, planned as the central business district), Kharghar, Panvel, Airoli, Ghansoli, Koparkhairane, Sanpada, Turbhe, Kamothe, New Panvel, Ulwe, Dronagiri, and Taloja.
Navi Mumbai stretches along the eastern shore of Thane Creek, bordered by the Parsik Hills to the east and the creek and mangroves to the west. The city falls within the Konkan coastal belt and includes wetlands that host migratory birds, notably flamingos around the Thane Creek and adjoining areas. The terrain combines reclaimed coastal flats, low hills, and former salt-pan lands.
Civic services in the developed nodes—Belapur, Nerul, Vashi, Turbhe, Sanpada, Koparkhairane, Ghansoli, and Airoli—are administered by the Navi Mumbai Municipal Corporation. Areas such as Kharghar, Kamothe, Kalamboli, New Panvel, Ulwe, and Dronagiri fall under the Panvel Municipal Corporation (constituted in 2016) or under CIDCO as the planning authority. Parts of the city are also covered by the Navi Mumbai Airport Influence Notified Area (NAINA), a planning region notified by CIDCO.
Navi Mumbai hosts a diversified economy. The Agricultural Produce Market Committee (APMC) wholesale markets at Vashi are among the largest in Asia for grains, fruits, vegetables, and onions. Jawaharlal Nehru Port (JNPT/JNPA) at Nhava Sheva, located on the southern edge of Navi Mumbai, is one of India's largest container ports. The Thane–Belapur industrial belt houses chemical, pharmaceutical, and engineering units, while Belapur, Vashi, and Airoli have developed as IT and back-office centres, accommodating offices of banks, technology companies, and the National Stock Exchange's data and operations facilities. Reliance Corporate Park is located at Ghansoli.
The city is served by the Harbour Line and the Trans-Harbour Line of the Mumbai Suburban Railway, with major stations at Vashi, Nerul, Belapur, Panvel, and Airoli. Panvel is also a terminus for long-distance trains and lies on the Konkan Railway. Road connectivity is provided by the Sion–Panvel Highway, the Mumbai–Pune Expressway (originating at Kalamboli), the Thane–Belapur Road, and the Mumbai Trans Harbour Link. The Navi Mumbai Metro began operations on Line 1 in 2023, connecting Belapur with Pendhar via Kharghar and Taloja. The under-construction Navi Mumbai International Airport is intended to serve as a second airport for the metropolitan region.
Navi Mumbai hosts several educational and research institutions, including campuses linked to the University of Mumbai, D.Y. Patil University at Nerul, MGM Institute of Health Sciences at Kamothe, NMIMS at Kharghar, the Tata Memorial Centre's Advanced Centre for Treatment, Research and Education in Cancer (ACTREC) at Kharghar, and the Reliance Foundation Hospital. The Central Institute of Fisheries Education (CIFE) operates a campus in the region.
Notable landmarks include the Belapur Fort, the ISKCON temple at Kharghar, the Pandavkada Falls, Central Park at Kharghar, and the Wonders Park at Nerul featuring replicas of the Seven Wonders of the World. The DY Patil Stadium at Nerul is a major venue for cricket and football matches and has hosted Indian Premier League fixtures and concerts.
Navi Mumbai is frequently cited as a benchmark for large-scale planned urban development in India. The node-based master plan, the role of CIDCO as a development authority, and the integration of port, market, industrial, and residential functions have influenced subsequent satellite-city projects across the country. Together with Mumbai and Thane, it forms the core of the Mumbai Metropolitan Region.
