The institution began as the National Institute of Science and Technology (NIST), an engineering college established in Berhampur to offer undergraduate and postgraduate technical education. For most of its existence as a college, it functioned as an affiliated institution of the Biju Patnaik University of Technology, the state technical university of Odisha headquartered in Rourkela. Students at the college pursued degrees such as the Bachelor of Technology (B.Tech) and Master of Technology (M.Tech) under BPUT's curriculum and examination system.

The college was subsequently granted university status, after which it has been known as NIST University. As a unitary university, it conducts its own academic programmes and awards its own degrees, in contrast to its earlier role as an affiliated college.
