Open universities in India were created to widen access to higher education, particularly for working professionals, women, residents of remote areas, and students unable to pursue conventional full-time programmes. KSOU was set up under a state legislation passed by the Karnataka Legislature, becoming the first open university in the state and one of several state open universities established across India after the founding of the national-level Indira Gandhi National Open University (IGNOU).
The university traces its institutional roots to the Institute of Correspondence Course and Continuing Education of the University of Mysore, the experience of which informed the design of its distance learning system.
KSOU offers programmes across multiple faculties, including arts, commerce, science, education, and management. Course delivery typically combines printed self-learning materials, contact classes at study centres, and term-end examinations. The university operates through a network of regional centres and study centres affiliated to it within Karnataka.
As Karnataka's dedicated open university, KSOU plays a notable role in expanding higher education access within the state. By offering flexible learning options, it serves a diverse student population including in-service candidates, rural learners, and those seeking second-chance education. The institution complements the work of conventional universities in Karnataka and contributes to the broader Indian open and distance learning system overseen by the Distance Education Bureau of the University Grants Commission (UGC).
