The university is named in honour of Dr. B. R. Ambedkar, the principal architect of the Constitution of India and a leading social reformer. It was created by an Act of the Gujarat State Legislature to function as the state open university for Gujarat, complementing the work of the national-level Indira Gandhi National Open University (IGNOU).
BAOU operates through a network of study and learning support centres spread across Gujarat, where enrolled students can attend counselling sessions, access library resources, and appear for examinations. The university uses self-instructional study material, audio-visual content, and contact programmes as part of its teaching methodology.
The university offers a range of programmes across disciplines, typically including:
Instruction is offered primarily in Gujarati and English, allowing learners across the state to study in a familiar language.
BAOU is headed by a Vice-Chancellor appointed by the state government, supported by a Registrar and academic deans. Like other state universities in India, its statutory bodies include a Board of Management, Academic Council, and Finance Committee. The Governor of Gujarat serves as the Chancellor in the customary role accorded to state universities.
As Gujarat's state open university, BAOU plays a role in extending higher education to learners who are geographically, socially, or economically distant from conventional campuses. It supports the wider Indian framework of open and distance education that includes IGNOU at the national level and various state open universities. The choice of Dr. Ambedkar's name reflects the institution's emphasis on educational access for marginalised communities, echoing Ambedkar's lifelong advocacy for education as a means of social empowerment.
