The Cluster University of Jammu is a state public university located in Jammu, in the union territory of Jammu and Kashmir, India. It was established under the cluster university model promoted by the Government of India through the Rashtriya Uchchatar Shiksha Abhiyan (RUSA), which seeks to consolidate existing government colleges in major urban centres into a single multi-campus university to improve academic standards, infrastructure, and resource sharing.

The cluster university framework was introduced under RUSA, a centrally sponsored scheme launched in 2013 to provide strategic funding to higher education institutions in Indian states. Under this scheme, a group of geographically proximate, well-established colleges in a city is brought together to form a unified university, with one institution typically functioning as the lead college and others as constituent colleges.
Following this model, the Cluster University of Jammu was constituted by integrating several long-standing government degree colleges in Jammu city. The university provides undergraduate and postgraduate education across the disciplines offered by its constituent colleges, including arts, sciences, commerce, and professional programmes.
As a cluster university, the institution functions through its constituent colleges rather than a single unified campus. Each constituent college retains its identity while contributing to a shared academic and administrative framework. The university awards its own degrees and frames its own curricula, examinations, and academic regulations.
The establishment of the Cluster University of Jammu marked a significant restructuring of higher education in the Jammu region.
