The university is situated in Thoubal, one of the districts of Manipur in northeastern India. Thoubal lies in the Imphal Valley region and is among the more populous districts of the state, providing a catchment area for higher education in central Manipur.
The institution carries the name of Bir Tikendrajit, the senapati (commander) of the Manipur kingdom who led the Manipuri forces during the conflict with the British in 1891. He was executed in Imphal on 13 August 1891, a date observed in Manipur as Patriots' Day. Naming the university after him reflects the cultural and historical importance attached to his legacy in the state.
