Uttar Gujarat Vij Company Limited (UGVCL) is an electricity distribution company operating in the northern region of the Indian state of Gujarat. It is one of the four distribution subsidiaries created under the unbundling of the Gujarat Electricity Board (GEB) and functions under the umbrella of Gujarat Urja Vikas Nigam Limited (GUVNL), the holding company for the state's power sector entities.

Background

The Government of Gujarat restructured its state-owned power utility under the framework of the Electricity Act, 2003, which encouraged the separation of generation, transmission and distribution functions. As part of this reform, the erstwhile Gujarat Electricity Board was unbundled and reorganised into a holding company and several functional subsidiaries.

UGVCL was incorporated as the distribution licensee for the northern districts of Gujarat. Three sister distribution companies — Dakshin Gujarat Vij Company Limited (DGVCL), Madhya Gujarat Vij Company Limited (MGVCL) and Paschim Gujarat Vij Company Limited (PGVCL) — were set up to cover the southern, central and western regions respectively.

Area of operation

UGVCL supplies electricity across several districts of north Gujarat, including consumers in urban townships, rural settlements and agricultural belts. Its service territory typically covers areas around Mehsana, Banaskantha, Sabarkantha, Patan, Gandhinagar, Aravalli and parts of adjoining districts. The company serves a mix of domestic, commercial, industrial and agricultural consumers, with a significant load arising from agricultural pumping in this region.

Functions

  • Distribution and retail supply of electricity to consumers in its licensed area.
  • Operation and maintenance of sub-transmission and distribution networks, including substations and feeders.
  • Metering, billing and revenue collection from consumers.
  • Implementation of rural electrification and agricultural feeder schemes in coordination with state and central programmes.
  • Execution of central and state government schemes related to power sector reform, loss reduction and feeder segregation.

Regulation

As a distribution licensee, UGVCL operates under tariffs, performance standards and regulatory orders issued by the Gujarat Electricity Regulatory Commission (GERC). Its consumer tariffs, supply code obligations and quality-of-service standards are determined through periodic regulatory proceedings.

Significance

UGVCL is one of the principal vehicles through which the Government of Gujarat delivers electricity to consumers in the state's northern region. Along with its sister distribution companies, it represents the post-reform model of state-level power distribution in Gujarat, often cited in Indian power-sector discussions as an early and relatively well-implemented example of unbundling under the Electricity Act, 2003.
