Background
Regional Rural Banks were created in India following the recommendations of the Narasimham Working Group, with the objective of combining the local feel of cooperative banks with the professional discipline of commercial banks. Each RRB is jointly owned by the Government of India, the concerned State Government, and a sponsor commercial bank, in a fixed shareholding ratio. The Government of India initiated a wave of amalgamations of RRBs from 2005 onward to improve their viability, and Uttar Bihar Gramin Bank emerged from this consolidation process in Bihar.
Sponsorship and ownership
Uttar Bihar Gramin Bank is sponsored by the Central Bank of India, a public-sector commercial bank. As with all RRBs, the equity is held by the Government of India, the Government of Bihar, and the sponsor bank in the proportions stipulated by the Regional Rural Banks Act. The bank is supervised by the Reserve Bank of India, while developmental refinance and inspection support is provided by the National Bank for Agriculture and Rural Development (NABARD).
Area of operation
The bank serves several districts in the northern part of Bihar, a region characterised by predominantly agrarian economic activity, paddy and wheat cultivation, dairy, and a large population of small and marginal landholders. Its branch network extends into rural blocks where access to formal banking has historically been limited, supplemented by business correspondents and banking outlets under financial inclusion programmes.

Role in financial inclusion
Uttar Bihar Gramin Bank plays a significant role in implementing flagship financial inclusion initiatives of the Government of India, particularly the Pradhan Mantri Jan Dhan Yojana, direct benefit transfer (DBT) of subsidies, and disbursement of crop loans. It is also a key channel for routing NABARD refinance to small borrowers in north Bihar.
Significance
As one of the larger RRBs operating in Bihar, the bank contributes to deepening of the rural credit system in a region that depends heavily on agriculture and remittance-based incomes. Its branches in semi-urban and rural locations support priority-sector lending targets and act as the principal formal banking touchpoint for many villages in north Bihar.
