Background
Regional Rural Banks were established in India following the recommendations of the Narasimham Working Group, with the first set of RRBs created on 2 October 1975 and formalised through the Regional Rural Banks Act, 1976. The institutions were designed as scheduled commercial banks with a defined regional focus, jointly owned by the Government of India, the concerned state government, and a sponsor bank. Their primary mandate is to extend institutional credit to small and marginal farmers, agricultural labourers, artisans, and small entrepreneurs in rural areas.
Following the bifurcation of Andhra Pradesh and the formation of the state of Telangana on 2 June 2014, banking institutions operating in the two successor states were progressively reorganised to align with the new state boundaries. Telangana Grameena Bank serves the rural banking needs of districts within Telangana under this reorganised structure.
Operations
As an RRB, Telangana Grameena Bank typically offers a range of products and services suited to its rural client base, including:
- Savings and current accounts, fixed deposits, and recurring deposits.
- Agricultural loans, including Kisan Credit Card (KCC) facilities.
- Loans for allied activities such as dairy, poultry, and fisheries.
- Self-Help Group (SHG) linkage and microfinance.
- Credit to micro, small, and medium enterprises (MSMEs).
- Government-sponsored scheme implementation, including financial inclusion programmes such as Pradhan Mantri Jan Dhan Yojana (PMJDY), Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), Pradhan Mantri Suraksha Bima Yojana (PMSBY), and Atal Pension Yojana (APY).
Significance
Regional Rural Banks such as Telangana Grameena Bank play an important role in the rural credit delivery system in India. By maintaining a branch network concentrated in rural and semi-urban geographies, they extend formal banking access to populations that are often under-served by larger commercial banks. The bank contributes to the implementation of central and state government welfare schemes and to the broader objectives of priority sector lending mandated by the Reserve Bank of India.
