Background

Electricity supply in Tamil Nadu was historically managed by the Tamil Nadu Electricity Board (TNEB), a vertically integrated state utility that handled generation, transmission and distribution. Following the framework introduced by the Electricity Act, 2003, several Indian states unbundled their electricity boards into separate generation, transmission and distribution companies. Tamil Nadu carried out this restructuring, creating distinct corporate entities under a holding company while retaining state ownership.

Structure

Under the restructured arrangement, the erstwhile TNEB was reorganised into a holding company, TNEB Limited, with two principal subsidiaries:

  • Tamil Nadu Generation and Distribution Corporation Limited (TANGEDCO) — responsible for power generation and distribution.
  • Tamil Nadu Transmission Corporation Limited (TANTRANSCO) — responsible for the intra-state transmission system and functioning as the State Transmission Utility (STU).

Functions

TANTRANSCO's core responsibilities include:

  • Planning, constructing, operating and maintaining the extra high voltage and high voltage transmission network in Tamil Nadu.
  • Operating substations across the state at voltage levels including 400 kV, 230 kV and 110 kV.
  • Acting as the State Transmission Utility under the Electricity Act, 2003.
  • Coordinating with the regional load despatch centre and the Central Transmission Utility for inter-state power flows.
  • Providing open access to the transmission network for eligible generators and consumers as regulated by the Tamil Nadu Electricity Regulatory Commission (TNERC).

Regulation

TANTRANSCO operates under the regulatory oversight of the Tamil Nadu Electricity Regulatory Commission, which determines transmission tariffs and approves capital investment plans. At the national level, its operations are governed by the Electricity Act, 2003 and related rules issued by the Central Electricity Authority and the Central Electricity Regulatory Commission for matters pertaining to grid standards and inter-state transmission.

Significance

As the dedicated transmission utility of Tamil Nadu, TANTRANSCO plays a central role in ensuring grid reliability in one of India's largest electricity-consuming states. Tamil Nadu has a substantial installed capacity in conventional thermal, nuclear, hydro and renewable energy — particularly wind power in the southern districts and growing solar capacity — and the transmission network operated by TANTRANSCO is critical for evacuating this generation and integrating it with the southern regional grid.
