Background
Electricity supply in Tamil Nadu was historically administered by the Tamil Nadu Electricity Board (TNEB), a vertically integrated state utility constituted under the Electricity (Supply) Act, 1948. Following the enactment of the Electricity Act, 2003, Indian states were required to unbundle their state electricity boards into separate entities for generation, transmission, distribution and trading, with the aim of improving accountability, financial transparency and operational efficiency.
Formation and structure
As part of the restructuring of the TNEB, the Government of Tamil Nadu reorganised the board into a holding company, TNEB Limited, with two operating subsidiaries:
- TANGEDCO — handling electricity generation and distribution.
- Tamil Nadu Transmission Corporation Limited (TANTRANSCO) — handling transmission of electricity through the state grid.
TANGEDCO owns and operates thermal, hydroelectric and gas-based generating stations within Tamil Nadu, and also purchases power from central generating stations, independent power producers and renewable energy developers. The corporation manages the distribution network that supplies electricity to domestic, agricultural, commercial and industrial consumers throughout the state.
Operations
Generation
TANGEDCO operates a portfolio of power stations including coal-fired thermal plants, hydroelectric projects in the Western Ghats and gas-based stations. It also integrates significant wind and solar capacity from the state, with Tamil Nadu being one of India's leading states in installed wind power capacity.
Distribution
The distribution function covers the entire state of Tamil Nadu, organised into regional, circle, division and section-level offices. TANGEDCO is the sole licensed distribution utility for most of the state and handles consumer billing, new service connections, metering and grievance redressal.
Regulation
Tariffs, performance standards and licensing for TANGEDCO are regulated by the Tamil Nadu Electricity Regulatory Commission (TNERC), established under the Electricity Act, 2003.
Significance
TANGEDCO is among the largest state-owned power distribution utilities in India by consumer base and energy handled. Its operations are central to Tamil Nadu's industrial economy, agricultural pump-set supply and household electrification. The utility plays a key role in implementing state and central government schemes related to rural electrification, free or subsidised power for agriculture, and the integration of renewable energy.
