The State Infrastructure and Industrial Development Corporation of Uttarakhand Limited (commonly abbreviated as SIIDCUL) is a state-owned enterprise of the Government of Uttarakhand, India. It functions as the principal nodal agency for the planning, promotion and development of industrial infrastructure in the state. Established soon after the formation of Uttarakhand, SIIDCUL has played a central role in attracting investment to the hill state by developing integrated industrial estates, growth centres and dedicated parks.

Background

Uttarakhand was carved out of Uttar Pradesh in November 2000. To accelerate industrialisation in the newly formed state and to take advantage of the central government's special industrial package for the hill region, the state government incorporated SIIDCUL as a wholly owned undertaking. The corporation was tasked with creating ready-to-use industrial land, common infrastructure and single-window facilitation for prospective investors.

SIIDCUL operates within the framework of the state's Industrial Policy and works in close coordination with the Department of Industries, the Uttarakhand Investment Promotion Bureau and other allied agencies.

Functions

  • Acquisition and development of land for industrial estates and growth centres.
  • Provision of trunk infrastructure including roads, water supply, drainage, power distribution and effluent treatment within its estates.

SIIDCUL has developed a network of Integrated Industrial Estates (IIEs) and specialised parks across the plains districts of Uttarakhand, where the state's central excise and tax incentives drew significant manufacturing investment in the 2000s. Major locations associated with SIIDCUL development include:

  • Pantnagar (Udham Singh Nagar district) – a large integrated industrial estate hosting automobile, engineering and consumer goods manufacturing.
  • Haridwar – an integrated industrial estate at Bahadrabad/SIDCUL Haridwar with significant automotive and pharmaceutical clusters.
  • Sitarganj (Udham Singh Nagar district) – integrated industrial estate.
  • Selaqui (Dehradun district) – pharma-oriented industrial area.

Significance

SIIDCUL's industrial estates were among the largest beneficiaries of the central industrial package announced for Uttarakhand after statehood, which provided excise duty and income tax concessions for new units in notified areas for a defined period. The estates at Pantnagar and Haridwar became home to operations of several large Indian and multinational companies in the automobile, two-wheeler, pharmaceutical and FMCG industries, contributing materially to the state's manufacturing output, employment and tax base. The corporation continues to be a key instrument of the state's investment promotion strategy, including initiatives linked to investor summits organised by the state government.

Governance

SIIDCUL is administered by a Board of Directors, with the Managing Director functioning as its chief executive. The corporation works under the administrative control of the Department of Industries, Government of Uttarakhand. Senior posts are typically held by officers of the Indian Administrative Service and the state civil services.
