The university is named after Raja Shankar Shah, a tribal ruler from the Gondwana region who is remembered for his role in the resistance against British rule during the events of 1857.

The university was established by the Government of Madhya Pradesh to expand access to higher education in the Chhindwara district and the surrounding Satpura region, an area with a significant tribal population.
