Background

The Kalyana-Karnataka region, which includes the districts of Raichur, Yadgir, Koppal, Ballari, Kalaburagi and Bidar, was historically served by a small number of affiliating universities, principally Gulbarga University. To bring higher education administration closer to students and colleges in Raichur district, the Government of Karnataka carved out a new university with its headquarters at Raichur. Colleges that were earlier affiliated with Gulbarga University in the Raichur area were transferred to the jurisdiction of Raichur University following its establishment.

Academic profile

As an affiliating and teaching university, Raichur University offers undergraduate and postgraduate programmes across the faculties of arts, science, commerce, management and education, along with research programmes leading to the M.Phil. and Ph.D. degrees. Teaching is organised through departments at the university campus, while a network of affiliated government, aided and private colleges across Raichur district delivers undergraduate instruction within the university's regulations and syllabi.

Governance

The university follows the standard governance structure prescribed for state universities in Karnataka under the Karnataka State Universities Act. The Governor of Karnataka serves as the ex-officio Chancellor, while academic and administrative leadership is exercised by the Vice-Chancellor, the Registrar and statutory bodies such as the Syndicate, Academic Council and Board of Studies.

Significance

The creation of Raichur University is part of a broader policy of decentralising higher education in Karnataka by establishing district- or region-specific universities. It is intended to improve gross enrolment ratios, expand research capacity, and address regional educational disparities in a part of the state covered by special development provisions under Article 371J of the Constitution of India.
