Paschim Gujarat Vij Company Limited
Paschim Gujarat Vij Company Limited (PGVCL) is an electricity distribution company that supplies power to the western region of the Indian state of Gujarat. It is a subsidiary of Gujarat Urja Vikas Nigam Limited (GUVNL), the state holding company for the power sector formed after the unbundling of the erstwhile Gujarat Electricity Board.

Background
Until the early 2000s, generation, transmission and distribution of electricity in Gujarat were handled by the integrated Gujarat Electricity Board (GEB). Under the framework of the Electricity Act, 2003, the Government of Gujarat unbundled GEB into separate functional companies. Distribution responsibilities were divided geographically among four subsidiary companies of GUVNL, with PGVCL designated as the licensee for the western part of the state.
Service area
PGVCL serves the Saurashtra and Kachchh regions, which together cover a large portion of western Gujarat. The territory includes a mix of urban centres, industrial clusters and an extensive rural and agricultural consumer base, with significant load arising from agricultural pump-set users along with domestic, commercial and industrial consumers.
Operations
As a distribution licensee, PGVCL is responsible for the operation and maintenance of the distribution network, metering, billing, revenue collection, consumer services, and connection of new consumers in its licensed area. The company purchases bulk power through GUVNL and delivers it to end consumers at regulated tariffs approved by the Gujarat Electricity Regulatory Commission (GERC).
PGVCL has been associated with the implementation of the Jyotigram Yojana, a Gujarat government initiative to provide separated feeders for rural domestic supply and agricultural supply, enabling continuous three-phase power to villages while regulating supply to agricultural feeders.
Regulation
Tariffs, performance standards and service obligations of PGVCL are determined by the Gujarat Electricity Regulatory Commission, established under the regulatory framework of the Electricity Act. The company files annual revenue requirements and tariff petitions before the commission.
