New Town is a planned township in the North 24 Parganas district of the Indian state of West Bengal. Located on the north-eastern fringe of Kolkata, it is one of the largest planned urban developments in eastern India and forms part of the Kolkata Metropolitan Area. The township was conceived as a satellite settlement to relieve congestion in central Kolkata and to provide modern infrastructure for residential, commercial, and information technology activities.

Background

The project was launched by the Government of West Bengal in the late 1990s to create a modern, self-contained township east of Salt Lake (Bidhannagar). Land acquisition and planning were carried out under the West Bengal Housing Infrastructure Development Corporation, commonly known as HIDCO, which was set up as the nodal agency for the development. The township is often referred to as Rajarhat–New Town because of its proximity to and overlap with the Rajarhat region.

Planning followed a sectoral pattern, with the township divided into Action Areas I, II, and III, each subdivided into smaller blocks for residential, commercial, institutional, and recreational use. Wide arterial roads, underground utilities, and dedicated zones for information technology and financial services were core elements of the master plan.

Administration

Civic functions in New Town are handled by the New Town Kolkata Development Authority (NKDA), a statutory body constituted under state legislation. NKDA is responsible for municipal services such as water supply, solid waste management, roads, parks, lighting, and building plan approvals within the notified area. HIDCO continues to oversee land development and large infrastructure projects.

Geography and connectivity

New Town lies to the east of Salt Lake and to the north of the Eastern Metropolitan Bypass, with Netaji Subhas Chandra Bose International Airport situated to its north-west. The township is connected to central Kolkata through Major Arterial Road (also called Biswa Bangla Sarani), the Vidyasagar Setu corridor via the bypass, and several feeder roads through Salt Lake. Public transport includes state and private bus services, and a metro link extending the Kolkata Metro network into New Town has been under phased construction as part of the city's metro expansion.

Economy

New Town has emerged as a significant hub for the information technology and IT-enabled services sector in eastern India. Several technology parks and corporate campuses, including facilities operated by major Indian IT firms, are located in the township. Financial services, banking back-office operations, and educational institutions also have a notable presence. Real estate development, both residential and commercial, has been a major driver of economic activity since the 2000s.

Smart city initiatives

New Town was selected under the Government of India's Smart Cities Mission, leading to the implementation of projects related to intelligent traffic management, free public Wi-Fi zones, solar power installations, and digital civic services. The township has been promoted as a model for sustainable urban development in West Bengal.

Significance

As one of the largest greenfield township projects in eastern India, New Town represents a significant shift in Kolkata's urban geography, complementing the earlier development of Salt Lake. It has helped accommodate the growth of the services economy in the region and provides modern housing stock alongside large public open spaces.
