It was conceived as a postgraduate and research-focused institution rather than an undergraduate college, and was modelled along the lines of other national institutes of importance in technology and management.
The NIPER Act, 1998, passed by the Parliament of India, provided the statutory framework for the institute and subsequently enabled the creation of additional NIPERs in other parts of the country, with the S.A.S. Nagar campus serving as the parent body.

Admission to the postgraduate programmes is conducted through a national-level entrance examination, the NIPER Joint Entrance Examination (NIPER JEE), which is common to the network of NIPERs.
Campus and location
The institute is situated in S.A.S. Nagar in the Greater Chandigarh region, adjoining the Union Territory of Chandigarh. The location places it close to several other educational and research institutions in the tri-city area, including establishments at Chandigarh and Panchkula, and within reach of the pharmaceutical manufacturing belt of northern India.
Significance
As the parent NIPER and an Institute of National Importance, the S.A.S. Nagar campus has played a central role in shaping pharmaceutical higher education and drug discovery research in India. Its alumni are represented in academia, research laboratories, regulatory bodies and the Indian and global pharmaceutical industry. The institute has also contributed to industry-academia collaboration in areas such as drug development, formulation research and analytical method development.
