Overview
The National Capital Region Transport Corporation (NCRTC) is a joint venture company in India established to design, build, finance, operate and maintain the Regional Rapid Transit System (RRTS) projects in the National Capital Region (NCR). The corporation was set up under the aegis of the Ministry of Housing and Urban Affairs, Government of India, to provide fast, safe and reliable commuter transit services connecting Delhi with surrounding urban centres in Haryana, Uttar Pradesh and Rajasthan.

Background
The National Capital Region, anchored by Delhi, has experienced sustained population growth and rising commuter demand between the central city and satellite towns such as Meerut, Ghaziabad, Gurugram, Faridabad, Panipat and Alwar. Existing road and rail networks were assessed as insufficient to handle the volume of intercity commuting, prompting the planning of a dedicated regional rapid transit network.
NCRTC was conceived as the implementing agency for this network. It is structured as a joint venture between the Government of India and the state governments of Delhi, Haryana, Uttar Pradesh and Rajasthan, reflecting the multi-state geography of the NCR.
Regional Rapid Transit System
The RRTS is a high-speed, high-frequency commuter rail system designed for semi-urban and intercity travel within the NCR. Three priority corridors were identified in the initial phase:
- Delhi–Ghaziabad–Meerut corridor
- Delhi–Gurugram–SNB–Alwar corridor
- Delhi–Sonipat–Panipat corridor
The Delhi–Ghaziabad–Meerut corridor was taken up as the first to be implemented. The branded passenger service operating on the RRTS network is known as Namo Bharat. Initial commercial operations on a section of the Delhi–Meerut corridor commenced in October 2023, making it the first RRTS service to begin in India.
Organisation
NCRTC functions as a special purpose vehicle with equity participation from the Union Government and the participating state governments. Project financing has been arranged through a combination of equity contributions and long-term loans from multilateral institutions, including the Asian Development Bank, the Asian Infrastructure Investment Bank, the New Development Bank and the Japan International Cooperation Agency, alongside domestic resources.
Significance
NCRTC's work is intended to support balanced regional development across the NCR by reducing travel times between Delhi and outlying towns, easing road congestion, lowering vehicular emissions and enabling economic activity to spread beyond the core city. The RRTS is among the first systems in India specifically designed for high-speed regional commuter travel, distinct from suburban rail and metro services.
