Overview
The Mumbai Refinery is a petroleum refining facility owned and operated by Hindustan Petroleum Corporation Limited (HPCL), a Government of India enterprise under the Ministry of Petroleum and Natural Gas. Located on the western coast of India in Mumbai, Maharashtra, it is one of the two major refineries owned by HPCL, the other being the Visakhapatnam Refinery in Andhra Pradesh. The refinery processes crude oil into a range of petroleum products, including motor spirit, high-speed diesel, liquefied petroleum gas (LPG), aviation turbine fuel, lubricants, and specialty products.

Background
HPCL's Mumbai Refinery has its origins in the refining facilities established by foreign oil majors during the mid-twentieth century, when Mumbai (then Bombay) emerged as a key hub for petroleum imports and processing on India's west coast. Following the nationalisation of the Indian oil industry in the 1970s, these assets were consolidated under public sector ownership. HPCL itself was incorporated in 1974 through the takeover and merger of Esso Standard and Lube India, and later integrated Caltex Oil Refining (India) Limited in 1978 and Kosan Gas Company in 1979. The Mumbai Refinery formed a core part of this consolidated public sector portfolio.
Operations
The refinery is configured to process a range of crude oil grades and produces a broad slate of fuels and value-added products for both the domestic market and, on occasion, for export. Its location adjacent to a major port and to one of India's largest demand centres gives it logistical advantages for both crude imports and product distribution along the western and central regions of the country.

Modernisation and upgrades
Over successive decades, the Mumbai Refinery has been the subject of expansion, capacity-augmentation and quality-upgradation projects to meet evolving Indian fuel specifications, including the transition through Bharat Stage emission norms. Upgrades have focused on improving distillate yields, reducing sulphur content in fuels, and aligning the product slate with environmental standards mandated by the Government of India.
Significance
As one of HPCL's two principal refineries, the Mumbai Refinery contributes substantially to the company's overall refining throughput and to India's downstream petroleum supply. It plays a strategic role in supplying fuels to the western Indian market, including Maharashtra, Gujarat and adjoining regions, and supports the country's energy security objectives as part of the public sector refining network.
