Background

Electricity distribution in Uttar Pradesh was historically managed by the Uttar Pradesh State Electricity Board (UPSEB). Following power sector reforms in the late 1990s and early 2000s, UPSEB was unbundled into separate entities for generation, transmission and distribution. UPPCL emerged as the apex distribution and transmission holding company, and city-specific or zonal distribution companies (DISCOMs) were carved out to handle local supply. KESCo was constituted to look after the dense urban load of Kanpur, one of the largest industrial and commercial centres of the state.
