Background
IPE was founded as a centre devoted to the study of public sector enterprises in India, at a time when the public sector was central to national economic planning and industrial development. The institute was set up to support both academic research and policy formulation related to government-owned undertakings, including their governance, performance evaluation, financial management and human resource practices.
Over the years, in response to changes in the Indian economy, particularly after the economic reforms of 1991, IPE diversified its activities. While retaining its identity as a centre for public enterprise studies, it expanded into general management education, training programmes for executives, and consultancy services for organisations in industry and government.
Academic programmes
The institute offers postgraduate management programmes that include specialisations such as general management, finance, marketing, human resources, international business and retail management. It also conducts a doctoral programme in management. In addition to long-duration programmes, IPE runs short-term management development programmes (MDPs) and customised executive training for public sector undertakings, central and state government departments, and private organisations.
Research and publications
Research is a core activity at IPE, covering areas such as corporate governance, public policy, regulation, infrastructure, energy, public finance and corporate social responsibility. The institute publishes peer-reviewed academic journals devoted to themes including public enterprise, governance, marketing, human resource management and economic policy. It also brings out working papers, monographs and edited volumes based on commissioned and sponsored research.
Affiliations and recognition
IPE is recognised as an institution of management education in India and is associated with the Indian Council of Social Science Research (ICSSR) network of social science research institutions. Its postgraduate diploma programmes in management are run as approved management programmes, and the institute is accredited by national bodies that evaluate management education in India.
Significance
As one of the relatively few Indian institutions specifically established with a focus on public enterprise, IPE has played a role in shaping discussion on the structure, performance and reform of state-owned enterprises in India. Its training programmes have catered to managers and officers from a wide range of central public sector enterprises, regulatory bodies and government departments, while its research output has contributed to academic literature and policy debate on governance and the public sector.
