Background
India has been pursuing a semiconductor strategy under the India Semiconductor Mission, launched in 2021 under the Ministry of Electronics and Information Technology, with a corpus aimed at incentivising chip fabrication, assembly, testing, marking and packaging (ATMP) facilities, and design-linked initiatives. The Tata group, through its subsidiary Tata Electronics Private Limited, has been one of the principal Indian players in this space, with announced fabrication and packaging projects in Dholera, Gujarat, and Jagiroad, Assam.
ASML, headquartered in Veldhoven in the Netherlands, is the sole global supplier of extreme ultraviolet (EUV) lithography systems, and a dominant supplier of deep ultraviolet (DUV) systems, both of which are essential to advanced chip manufacturing. The company's equipment is used by leading foundries including TSMC, Samsung and Intel.
The agreement
The cooperation between Tata and ASML was announced during Prime Minister Modi's visit to the Netherlands. The agreement falls within the broader context of bilateral cooperation between India and the Netherlands on advanced manufacturing, technology transfer, and supply chain partnerships in the semiconductor sector.
Significance
- Access to lithography expertise: Engagement with ASML provides Indian firms exposure to the most critical and constrained segment of the global semiconductor supply chain.
- Strategic diversification: The agreement aligns with global efforts to diversify chip-making capacity beyond East Asia, particularly Taiwan and South Korea.
- Bilateral relations: The deal strengthens India–Netherlands economic and technological ties, with the Netherlands being one of India's significant European trading partners.
- Industrial policy: It complements ongoing Indian government incentives to attract semiconductor investment and build domestic capability.
