The Homi Bhabha National Institute (HBNI) is a deemed-to-be university in India established under the aegis of the Department of Atomic Energy (DAE), Government of India. Headquartered in Mumbai, Maharashtra, the institute coordinates higher education and doctoral research across a network of constituent institutions engaged in nuclear science, engineering, mathematics, life sciences, and related fields. It is named after the physicist Homi J. Bhabha, the founding figure of India's atomic energy programme.

Background
The Department of Atomic Energy operates several research institutions and training establishments that have long produced original research in the nuclear and allied sciences. Before HBNI was constituted, doctoral candidates working at these laboratories were typically registered with various external universities. To consolidate academic activities and award degrees directly, the DAE proposed a single umbrella academic body, which led to the formation of HBNI.
Constituent institutions
HBNI functions as a federation of DAE institutions known as Constituent Institutions (CIs) and Off-Campus Centres (OCCs). They include:
- Bhabha Atomic Research Centre (BARC), Mumbai
- Indira Gandhi Centre for Atomic Research (IGCAR), Kalpakkam
- Raja Ramanna Centre for Advanced Technology (RRCAT), Indore
- Variable Energy Cyclotron Centre (VECC), Kolkata
- Saha Institute of Nuclear Physics (SINP), Kolkata
- Institute of Physics, Bhubaneswar
- Institute for Plasma Research (IPR), Gandhinagar
- Harish-Chandra Research Institute (HRI), Allahabad
- Institute of Mathematical Sciences (IMSc), Chennai
- Tata Memorial Centre (TMC), Mumbai
Academic programmes
HBNI offers doctoral (Ph.D.) programmes across its constituent institutions, along with selected master's level programmes including M.Tech, M.Sc, and integrated M.Sc–Ph.D. tracks. It also conducts postgraduate medical education at the Tata Memorial Centre, including DM and MD programmes related to oncology and clinical specialities. Curricula and examinations are coordinated centrally while research supervision is provided at the host institution.
Governance
HBNI is governed by a Board of Governors chaired typically by the Chairman of the Atomic Energy Commission of India. Academic affairs are managed through an Academic Council and Boards of Studies covering each disciplinary area. The institute is led by a Director, supported by Deans for academic and student affairs.
Significance
HBNI provides a unified academic identity for research carried out at DAE laboratories, many of which are involved in fundamental and applied research of national importance. By awarding degrees directly, it streamlines doctoral training in fields such as reactor physics, accelerator science, materials research, theoretical physics, mathematics, radiation biology, and oncology. The institute thus links the country's nuclear research infrastructure with formal higher education.
