Background

GUVNL was created as part of the restructuring of the erstwhile Gujarat Electricity Board (GEB), undertaken in line with the framework provided by the Electricity Act, 2003, which mandated the unbundling of vertically integrated state electricity boards into separate entities for generation, transmission, distribution, and trading. Following this reform, GEB's functions were reorganised under GUVNL as the holding company, with operational responsibilities devolved to specialised subsidiaries.

Subsidiaries

GUVNL holds and oversees the following principal subsidiaries, each functioning in a defined segment of the power sector:

  • Gujarat State Electricity Corporation Limited (GSECL) – power generation.
  • Gujarat Energy Transmission Corporation Limited (GETCO) – transmission of electricity within the state.
  • Uttar Gujarat Vij Company Limited (UGVCL) – distribution in the northern region.
  • Dakshin Gujarat Vij Company Limited (DGVCL) – distribution in the southern region.
  • Madhya Gujarat Vij Company Limited (MGVCL) – distribution in the central region.
  • Paschim Gujarat Vij Company Limited (PGVCL) – distribution in the western region (including Saurashtra and Kutch).

Functions

As the holding company, GUVNL is responsible for:

  • Bulk purchase and sale of electricity, coordinating power procurement on behalf of its distribution subsidiaries.
  • Supervisory and policy oversight of its subsidiaries.
  • Coordination of investment, financing, and human-resource matters across the group.
  • Interface with the Gujarat Electricity Regulatory Commission (GERC), the Central Electricity Regulatory Commission (CERC), and other statutory bodies.

Significance

Gujarat is among the larger electricity-consuming and electricity-generating states in India, and GUVNL plays a central role in administering the state's power sector. The reform model adopted in Gujarat, with GUVNL at its apex, has been frequently cited in discussions of state-level electricity sector restructuring in India.
