Overview
Gujarat Refinery is a crude oil refinery located near Vadodara in the state of Gujarat, India. Operated by Indian Oil Corporation Limited (IOCL), it is one of the largest refineries in India and a major component of the country's downstream petroleum infrastructure. The refinery processes indigenous and imported crude oil into a wide range of petroleum products, including motor spirit, high-speed diesel, kerosene, aviation turbine fuel, liquefied petroleum gas, naphtha, lubricating oils and petrochemical feedstocks.

Background
The refinery, often referred to as the Koyali Refinery after the village adjoining its site, was conceived in the early 1960s as part of India's drive to build domestic refining capacity in the public sector. Its location in central Gujarat was chosen to take advantage of the crude oil discovered in the Cambay basin by the Oil and Natural Gas Commission (ONGC), enabling short-haul movement of indigenous crude from nearby fields such as Ankleshwar.
Operations
Gujarat Refinery handles a varied slate of crude oils and operates a complex configuration that includes atmospheric and vacuum distillation units, catalytic reforming, hydrocracking, fluid catalytic cracking, and lube oil processing. It is among the few Indian refineries with significant lube base oil production capability. Over successive expansions and modernisation programmes, secondary processing facilities have been added to improve distillate yields and to meet evolving fuel quality norms, including Bharat Stage emission standards.
Petrochemicals and Integration
In addition to fuels, the refinery supplies feedstock to integrated petrochemical units, including aromatics complexes producing benzene, toluene and paraxylene, and supports linear alkyl benzene production. Products are dispatched through a combination of pipelines, rail and road tankers serving northern, western and central India.
Significance
Gujarat Refinery occupies an important place in the history of Indian Oil Corporation and the country's public sector refining industry. It has served as a major supplier of transport fuels and specialty products to a large geographic market, and has functioned as a training and operational base for IOCL's refining workforce. Its proximity to Gujarat's industrial corridors links it closely with downstream chemical, fertiliser and manufacturing industries.
