Overview
Eastern Coalfields Limited (ECL) is an Indian coal producing company headquartered in Sanctoria, Asansol, in the Paschim Bardhaman district of West Bengal. It is a wholly owned subsidiary of Coal India Limited (CIL), the state-owned mining major under the Ministry of Coal, Government of India. ECL is responsible for the extraction of coal from mines spread across the Raniganj coalfield in West Bengal and parts of the Mugma area in Jharkhand.

Background
Commercial coal mining in the Raniganj region dates to the late eighteenth century, making it among the oldest coal-producing tracts in India. After independence, the coking coal mines of the country were nationalised in 1971–72, followed by the nationalisation of non-coking coal mines in 1973 under the Coal Mines (Nationalisation) Act, 1973. The mines in the Raniganj belt were initially placed under Coal Mines Authority Limited.
Eastern Coalfields Limited was incorporated as a separate company to manage these mines and later became a subsidiary of Coal India Limited when CIL was constituted in 1975 as the holding company for the nationalised coal industry.
Operations
ECL operates a mix of underground and opencast mines organised into several mining areas. Its operations are concentrated in:
- The Raniganj Coalfield in the districts of Paschim Bardhaman, Purba Bardhaman and Birbhum in West Bengal.
- The Mugma area, which lies across the border in the Dhanbad district of Jharkhand.
The company produces both non-coking and coking coal, supplying customers in the power, steel, cement and other industrial sectors. ECL also undertakes coal washing and beneficiation at selected sites.
Revival and BIFR
Owing to accumulated losses arising in part from a large legacy of older underground mines, ECL was referred to the Board for Industrial and Financial Reconstruction (BIFR) and was declared a sick company. A revival plan was implemented under the supervision of the Government of India and Coal India Limited, and the company subsequently returned to profitability and was discharged from BIFR purview.
Significance
As the operator of mines in the historic Raniganj belt, ECL holds a notable position in the chronology of Indian industrial history. It contributes to domestic coal supply for thermal power generation and core industries, and is a major employer in the Asansol–Raniganj industrial region. The company is also engaged in mine safety, land reclamation and corporate social responsibility activities in its command areas.
