Delhi Transco Limited (DTL) is the state transmission utility (STU) for the National Capital Territory of Delhi, India. It is responsible for the bulk transmission of electricity within Delhi and for maintaining the high-voltage transmission network that links the city's power generation sources and inter-state grid points to the various distribution licensees serving consumers in the capital.

Background
Until 2002, electricity supply in Delhi was managed by the Delhi Vidyut Board (DVB), a vertically integrated utility that handled generation, transmission and distribution. As part of power sector reforms in the capital, the DVB was unbundled into successor entities covering generation, transmission, distribution and a residual holding company. Delhi Transco Limited was created as the transmission successor, while distribution was transferred to private licensees through a joint-venture model with the Delhi government.
Functions
As the designated State Transmission Utility, Delhi Transco Limited carries out the following core functions:
- Planning, construction, operation and maintenance of the intra-state transmission network in Delhi, primarily at 220 kV and 400 kV levels.
- Wheeling of electricity from generating stations and inter-state grid interconnections to the distribution companies operating in the capital.
- Acting as the State Load Despatch Centre's parent organisation, coordinating with the Northern Regional Load Despatch Centre under the national grid framework.
- Open access facilitation for bulk consumers and traders in line with provisions of the Electricity Act, 2003.
Structure and oversight
Delhi Transco Limited is wholly owned by the Government of the National Capital Territory of Delhi and functions under the administrative control of the Delhi government's department dealing with power. Its tariffs, transmission charges and capital investment plans are regulated by the Delhi Electricity Regulatory Commission under the Electricity Act, 2003. The company interacts with the distribution licensees in Delhi — including BSES Rajdhani Power Limited, BSES Yamuna Power Limited and Tata Power Delhi Distribution Limited — for delivery of bulk power, and with central transmission agencies such as Power Grid Corporation of India for inter-state connectivity.
Network
The transmission network operated by DTL consists of extra high voltage substations and transmission lines spread across the territory of Delhi. The network draws power from central sector generating stations through inter-state interconnections at the periphery of the capital and steps it down for delivery to the distribution utilities. As Delhi is a largely urban and load-dense region, much of the company's expansion has been focused on adding new 220 kV substations and on the use of gas-insulated switchgear (GIS) technology in space-constrained locations.
