Background
Regional Rural Banks were created in India following the recommendations of the Narasimham Working Group (1975) and the enactment of the Regional Rural Banks Act in 1976. The objective was to combine the local feel and familiarity of cooperative banks with the professional discipline and resource base of commercial banks, in order to extend institutional credit to rural India. Each RRB is jointly owned by the Government of India, the concerned State Government, and a sponsor bank, with the equity shareholding traditionally in the ratio of 50:15:35.
Chhattisgarh Gramin Bank functions in this framework, serving the rural and semi-urban regions of Chhattisgarh, a state created in November 2000 from the south-eastern districts of erstwhile Madhya Pradesh. The bank's customer base largely comprises farmers, agricultural labourers, artisans, self-help groups, and small businesses.
Operations
As an RRB, Chhattisgarh Gramin Bank offers products typical of the sector, including:
- Savings and current deposit accounts, recurring and fixed deposits.
- Agricultural credit, including Kisan Credit Card (KCC) loans for crop production and allied activities.
- Loans to micro, small and medium enterprises (MSMEs), self-help groups (SHGs) and joint liability groups (JLGs).
- Personal loans, housing loans and vehicle loans.
- Government-sponsored scheme implementation, including direct benefit transfers (DBT) and financial inclusion initiatives such as the Pradhan Mantri Jan Dhan Yojana, PMJJBY, PMSBY and Atal Pension Yojana.
Regulation and supervision
Chhattisgarh Gramin Bank is regulated by the Reserve Bank of India (RBI) and supervised, in matters relating to its functioning as an RRB, by the National Bank for Agriculture and Rural Development (NABARD). Its activities also fall within the broader framework of policies issued by the Department of Financial Services, Ministry of Finance, Government of India.
Consolidation of Regional Rural Banks
The Government of India has carried out successive phases of amalgamation of RRBs since 2005 to improve their viability, scale and technological capability. RRBs operating in the same state have been progressively merged, often under a "One State – One RRB" policy direction. Chhattisgarh Gramin Bank has been part of this evolving structure of rural banking in Chhattisgarh.
Significance
In a predominantly agrarian and tribal-majority state such as Chhattisgarh, RRBs play an important role in extending formal banking services to areas that are often underserved by commercial banks. Through its branch network in rural and semi-urban locations, Chhattisgarh Gramin Bank contributes to priority-sector lending, financial inclusion, and the disbursal of welfare benefits to rural households.
