Background

The university was established by the Government of Haryana through a state legislative act, with the aim of expanding access to higher education in the Jind district and the surrounding areas of central Haryana. Prior to its establishment, colleges in the region were affiliated with other state universities. CRSU was created as part of a broader policy by the Haryana government to set up new universities at the district level to meet growing demand for higher education and to decentralise affiliating responsibilities.

The institution is named in honour of Chaudhary Ranbir Singh (1914–2009), who was associated with the Indian independence movement, served in the Constituent Assembly that drafted the Constitution of India, and later represented Haryana in Parliament. He is regarded as one of the architects of the political identity of modern Haryana.

Its naming after Chaudhary Ranbir Singh also commemorates the legacy of one of Haryana's notable public figures.
