Background
CETTM was established by MTNL to consolidate its in-house training activities and to develop a dedicated facility for skill development in telecommunications. MTNL itself was incorporated in 1986 to provide telecom services in the metropolitan areas of Mumbai and Delhi, after these networks were carved out of the then Department of Telecommunications. As the telecom sector in India underwent rapid technological change through the 1990s and 2000s, MTNL expanded its training infrastructure to address evolving requirements in switching, transmission, mobile networks, and IT-enabled services.
Activities
The centre conducts technical and managerial courses covering areas such as:
- Switching systems and next-generation networks
- Optical fibre and transmission technologies
- Mobile and wireless communication, including GSM, CDMA, and broadband technologies
- Internet protocol networking and data communication
- Information technology and cyber security
- Telecom management, finance, and human resource development
In addition to programmes for MTNL employees, CETTM offers training for personnel from other public sector undertakings, private telecom operators, defence and police organisations, and overseas trainees sponsored under bilateral and multilateral cooperation programmes.
Facilities
The CETTM campus houses classrooms, laboratories for telecom equipment and software, hostel accommodation for resident participants, and conference facilities. The campus is also used by MTNL for hosting departmental events and examinations.
Significance
As one of the dedicated training centres maintained by an Indian public sector telecom operator, CETTM contributes to human resource development in a sector that has seen extensive restructuring since the liberalisation of Indian telecommunications. Its role complements that of other government-linked institutions engaged in telecom education and research, such as those operated by Bharat Sanchar Nigam Limited and the Department of Telecommunications.
