Background
The university was created under the Central Universities Act, 2009, an Act of the Parliament of India that established a number of new central universities across states that did not previously have one. Odisha's central university was sited in Koraput district, an area with a substantial tribal population and historically limited access to advanced higher education. The choice of location reflected the broader policy objective of using central universities to address regional educational imbalances.
Campus and location
The university operates from Koraput, a hill town in southern Odisha. The permanent campus has been developed at Sunabeda, with academic activities also having been conducted from temporary premises in the Koraput area during its formative years. The region is known for its tribal cultural heritage, biodiversity and proximity to industrial townships such as Sunabeda, where the Hindustan Aeronautics Limited (HAL) facility is located.
Academics
The university offers postgraduate, MPhil and doctoral programmes through a school-based academic structure. Programmes are organised under schools covering disciplines such as languages, social sciences, biodiversity and conservation of natural resources, basic sciences and mathematical sciences, education, and management. The university places particular emphasis on areas of regional relevance, including biodiversity studies and tribal languages and culture, given Koraput's recognised status as a centre of agro-biodiversity.

Governance
As a central university, CUO is funded by the Government of India through the University Grants Commission. Statutory bodies such as the Court, the Executive Council, the Academic Council and the Finance Committee oversee policy, academic and administrative matters.
Significance
The Central University of Odisha is significant as the only central university in Odisha and as a higher-education institution sited specifically to serve a tribal-majority region. Its location in Koraput links it closely with research interests in tribal studies, indigenous knowledge systems and the conservation of the region's rich biological and agricultural diversity, including traditional rice varieties associated with the Jeypore tract.
