Overview

Bongaigaon Refinery and Petrochemicals Limited (BRPL) was an Indian public sector undertaking engaged in petroleum refining and the manufacture of petrochemicals. The company operated a refinery and petrochemical complex at Dhaligaon, near Bongaigaon in the western part of Assam. It was incorporated in the early 1970s and functioned as an independent central public sector enterprise under the Government of India before being merged with Indian Oil Corporation Limited (IOC), which now operates the facility as the Bongaigaon Refinery.

Background

BRPL was set up to process crude oil produced in the Assam–Arakan basin and to support the development of an indigenous petrochemicals industry in north-east India. The location at Dhaligaon, in Bongaigaon district, was selected for its proximity to the oilfields of Upper Assam and to rail and road links connecting the region to the rest of India. Alongside fuels production, the complex was planned with downstream petrochemical units, including facilities related to xylenes and polyester intermediates, making it one of the early integrated refinery–petrochemical projects in the country.

History

  • The company was incorporated as a separate central public sector enterprise to build and operate the Bongaigaon refinery and petrochemical complex.
  • The refinery was commissioned in stages, with petrochemical units added subsequently to produce intermediates for the synthetic fibre industry.
  • BRPL operated for several decades as a standalone listed public sector company under the administrative control of the Ministry of Petroleum and Natural Gas.
  • As part of the consolidation of downstream public sector oil companies, BRPL was amalgamated with Indian Oil Corporation Limited. After the merger, the Dhaligaon facility has continued operations as the Bongaigaon Refinery of IOC.

Operations

The Bongaigaon complex includes crude distillation, secondary processing units for the production of motor spirit, high-speed diesel, superior kerosene oil, liquefied petroleum gas and other petroleum products, along with petrochemical units historically associated with the production of paraxylene and downstream products used in the polyester value chain. Crude oil for the refinery has traditionally been sourced from oilfields in Assam operated by Oil India Limited and Oil and Natural Gas Corporation.

Significance

BRPL played an important role in the industrial development of western Assam, providing employment, ancillary industry, and infrastructure in a region that had limited large-scale manufacturing. As one of four refineries in Assam, alongside those at Digboi, Guwahati and Numaligarh, it contributed to the state's position as a historic centre of the Indian petroleum industry. Its merger with Indian Oil Corporation reflected the broader trend of consolidation among Indian public sector oil companies aimed at improving operational scale and competitiveness.
