The university was established on 26 June 1981, following its formal inauguration by the then Prime Minister of India, Indira Gandhi. At the time of its founding, the region formed part of the undivided state of Bihar, prior to the creation of Jharkhand.
The university is named in honour of Birsa Munda, a prominent tribal freedom fighter and folk hero, whose legacy holds particular significance in the Chhotanagpur region. The naming reflects the institution's connection to the cultural and historical heritage of the area it serves.
