The university was established by the Government of Gujarat to decentralise higher education in the Saurashtra region, which had earlier been served primarily by Saurashtra University in Rajkot. The creation of a separate university based in Junagadh was intended to bring affiliated colleges in the surrounding districts under a regional academic administration and to expand access to higher education in southern Saurashtra.

The institution carries the name of Narsinh Mehta in recognition of his cultural and literary association with Junagadh, where several sites linked to his life and devotional poetry are preserved.
