Background
De Mello was active in Indian sport during the late colonial era, when cricket in the country was organised largely through regional associations and the patronage of princely states. The need for a unified national body to govern the game and to represent India internationally became increasingly evident in the late 1920s.
Role in founding the BCCI
The Board of Control for Cricket in India was established in December 1928 in Delhi. De Mello was among its principal architects and became its first secretary. The new body took up the task of affiliating provincial associations, organising domestic competition, and securing India's place in international cricket. India was admitted as a Test-playing nation by the Imperial Cricket Conference in 1926 and played its first Test match in 1932; de Mello was associated with the administrative groundwork that supported India's emergence on the international stage.
Later administrative work
After India's independence in 1947, de Mello continued to be a prominent figure in Indian cricket administration. He served as President of the BCCI and was involved in efforts to expand cricketing infrastructure in the country, including the development of major venues and competitions in the post-independence period. He also wrote on the history and administration of Indian sport, drawing on his long association with the game.
Significance
De Mello is regarded as one of the formative administrators of Indian cricket. His organisational work in the founding years of the BCCI helped shape the institutional framework within which Indian cricket has since grown into one of the dominant powers of the international game.
