Background
Balan emerged from the trade union and grassroots organisational base of the CPI(M) in Kerala. His political work has been closely tied to issues affecting Dalit and Adivasi communities, areas in which he has been a long-standing voice within the party and in the legislature.
Political career
Balan has been elected to the Kerala Legislative Assembly on multiple occasions as a CPI(M) candidate. He served as a minister in the LDF government led by V. S. Achuthanandan (2006–2011), where his responsibilities included welfare of Scheduled Castes, Scheduled Tribes and Other Backward Classes.
In the LDF government led by Pinarayi Vijayan that took office in 2016, Balan was inducted into the Council of Ministers and held portfolios including Welfare of Scheduled Castes, Scheduled Tribes and Backward Classes, Law, and Cultural Affairs. In this role he was associated with policy initiatives on community welfare, legal affairs of the state and the administration of cultural institutions under the Government of Kerala.
Significance
Within Kerala politics, Balan is regarded as one of the senior Dalit leaders of the CPI(M) and has been a consistent representative of the party on questions of social justice, reservation policy, and cultural administration. His tenure as Minister for Law placed him at the centre of legal and legislative business of the state government.
