West Bengal State Electricity Distribution Company Limited (WBSEDCL) is an Indian state-owned electricity distribution utility that serves most of the state of West Bengal. Headquartered in Kolkata, it operates as a wholly owned company of the Government of West Bengal and is responsible for retail supply of electricity across the state, with the principal exception of areas served by other licensees such as CESC Limited in parts of the Kolkata metropolitan region.

Electricity supply in West Bengal was historically managed by the West Bengal State Electricity Board (WBSEB), a statutory body constituted under the Electricity (Supply) Act, 1948. Following the enactment of the Electricity Act, 2003, which mandated the unbundling of integrated state electricity boards into separate generation, transmission and distribution entities, the Government of West Bengal restructured WBSEB into successor companies. WBSEDCL was created to take over the distribution and retail supply functions of the former board.
WBSEDCL purchases power from generating companies, including the West Bengal Power Development Corporation Limited (WBPDCL), central sector utilities and independent power producers, and supplies it to domestic, commercial, industrial and agricultural consumers across the state. The company manages a large network of sub-stations, distribution transformers and feeder lines covering both urban and rural districts.
The utility implements rural electrification programmes in coordination with central government schemes, including initiatives under the Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) and its successor, the Deendayal Upadhyaya Gram Jyoti Yojana (DDUGJY), as well as the Saubhagya scheme for household electrification.
Tariffs, service standards and licence conditions for WBSEDCL are determined by the West Bengal Electricity Regulatory Commission (WBERC), constituted under the Electricity Regulatory Commissions Act, 1998 and continued under the Electricity Act, 2003. Periodic tariff orders issued by WBERC govern the retail supply rates charged by the company to different consumer categories.
As the principal distribution licensee in West Bengal, WBSEDCL plays a central role in the state's economy and in the delivery of public services. It is one of the largest employers in the state's power sector and is a key implementing agency for both state and central government programmes related to electrification, energy efficiency and renewable energy integration at the distribution level.
