WEBEL was established to act as the principal vehicle of the state for industrialisation in the electronics sector. Over the years its role has expanded from manufacturing-oriented activity to include the planning and development of IT infrastructure, software services, electronic governance projects, and skill development in West Bengal. It works under the Department of Information Technology and Electronics of the Government of West Bengal.
WEBEL operates through a group structure that has, over time, included several subsidiary and associate companies focused on specific verticals such as IT services, electronic components, telecommunication products, and training. These subsidiaries are typically incorporated as separate companies with WEBEL as the holding entity, allowing focused operations in areas like consultancy, manufacturing tie-ups, and managed services.
As the state's designated agency for electronics and IT, WEBEL plays a central role in shaping West Bengal's policy implementation in these sectors. Its IT parks and infrastructure projects have been used to attract private sector IT firms to Kolkata and to second-tier cities in the state, while its e-governance work supports the digitisation of public services. The corporation is frequently cited in state policy documents on information technology, electronics manufacturing, and digital governance.
