WAPCOS Limited is an Indian public sector consultancy and engineering services organisation operating under the Ministry of Jal Shakti, Government of India. WAPCOS was established by the Government of India to provide consultancy expertise primarily in the water and power sectors, drawing on the technical experience available with Indian government agencies and central public sector undertakings. Over time, its mandate expanded to include a broader range of infrastructure consultancy services, and it has undertaken assignments in several countries across Asia, Africa and other regions.
The organisation functions as a Schedule "B" / Mini Ratna category public sector enterprise, offering services that span pre-feasibility studies, detailed project reports, design, supervision, construction management, and project implementation on EPC and turnkey bases.
WAPCOS has executed consultancy and project assignments in a number of developing countries, often in association with Indian lines of credit and bilateral cooperation programmes coordinated through the Ministry of External Affairs and Exim Bank of India. Its overseas portfolio has included projects in Africa, South-East Asia, the Middle East and neighbouring South Asian countries.
As a state-owned consultancy, WAPCOS plays a notable role in supporting the Government of India's water resources and power sector programmes, and in projecting Indian engineering expertise abroad. It functions alongside other government technical organisations such as the Central Water Commission and the Central Electricity Authority, often providing implementation and consultancy support for projects framed by these agencies.
