The institute is named in honour of Utkal Gourav Madhusudan Das (1848–1934), a noted lawyer, social reformer and political leader from Odisha who is widely regarded as one of the principal architects of the modern Odia identity and the movement that led to the formation of a separate Odisha province. Naming the polytechnic after him reflects a broader Odia tradition of associating major public institutions with figures from the region's political and cultural history.
