TSBCL operates as the sole wholesale distributor of liquor in Telangana. It procures stock from manufacturers and suppliers, maintains depots across the state, and supplies licensed retail outlets. The corporation also plays a role in collecting excise revenue, which forms a significant part of the state government's own tax receipts.
Following the bifurcation of the erstwhile state of Andhra Pradesh and the formation of Telangana on 2 June 2014, the new state established its own institutions for the regulation of excisable goods. TSBCL was set up to take over wholesale liquor distribution within Telangana, mirroring the model previously followed by the undivided Andhra Pradesh Beverages Corporation Limited (APBCL).
The corporation is headed by a Managing Director, typically an officer of the Indian Administrative Service or the state Prohibition and Excise service, supported by a board and senior officials drawn from the state government. Policy direction is provided by the Prohibition and Excise Department under the relevant cabinet minister.
Excise revenue from the sale of alcoholic beverages is among the largest contributors to Telangana's own tax revenue, alongside state Goods and Services Tax and stamp duty. As the wholesale monopoly, TSBCL is central to this revenue stream and to the supply chain that links manufacturers with licensed retailers in the state.
