Housing boards in India operate as state-level agencies that supplement private and cooperative housing by acquiring land, developing layouts and constructing dwelling units, particularly for economically weaker sections, low-income groups and middle-income groups. They typically dispose of plots and built units through allotment schemes governed by state rules.
Following the formation of Telangana as a separate state on 2 June 2014 through the bifurcation of Andhra Pradesh, several institutions of the erstwhile combined state were reorganised. The housing board structure inherited from the earlier Andhra Pradesh State Housing Board provided the institutional framework that was carried into Telangana for the state's own housing programmes.
As an instrument of state housing policy, the board contributes to organised urban expansion in Telangana, particularly in and around Hyderabad, which has experienced rapid growth as a centre for information technology, pharmaceuticals and services. Public housing agencies such as the board operate alongside private developers and other state bodies engaged in slum rehabilitation and rural housing.
